She went inside the seminar hall a little after 1 am.The sleuths have learnt that a junior doctor entered the seminar hall around 2.30 am and the victim had a word with the junior colleague before going back to sleep. Roy was seen re-entering the hospital premise at 4 am. The investigators believe within a few minutes he reached the third floor seminar hall, where the victim was fast asleep.An earlier report had quoted sources saying that Roy was under the influence of alcohol when he entered the hospital around 11 pm on the night of August 8. He allegedly left the premises to consume more alcohol and then returned to the premises around 4 am. Roy is scheduled to be produced in court again on August 23, when lawyers appointed by the state to defend him will meet him for the first time. As principal, Dr Ghosh reportedly refused to respond to multiple CAG reminders, raising suspicions.As CAG started looking into the procurement of medicines and equipment by RG Kar, they came across earlier purchases that did not follow state GST norms, leading to an excess expenditure of Rs 1.3cr.After GST was introduced, the government notified hospitals that medicines and equipment would be charged under GST even if the vendor had a pre-GST contract. The finance department issued a guideline on working out the base price. However, the CAG found RG Kar did not follow the base price calculation that was prescribed by the finance department and resulted in an excess expenditure of Rs 1.3 crore. The CAG had sought a reply from the state but a health department official said that no response came from the medical college.
