Cuttack: Orissa high court has directed deputy commissioner of police (DCP), Cuttack, to file an affidavit by Sept 26 on preventive steps taken to tackle sound pollution during upcoming puja season in the city.
The HC wanted restriction of sound emission levels to 65 decibels and police take stringent action if any person or organisation is found to be violating norm.
The bench of Justice S K Sahoo and Justice V Narasingh said, “Noise pollution is a common issue during festivals and can have a number of negative effects on people and environment. It creates health issues, sleep disturbances and stress and, also affects the academic performances of students. “Festivals are an essential part of our cultural fabric and each one should enjoy it without compromising the well-being of others,” the bench said.
“It is vital to address the issue of sound pollution during festivals by advocating for responsible celebrations, using protective measures and spreading awareness about the consequences of excessive noise and, thereby we can strike a balance between celebrating the traditions and preventing the deterioration of health of citizens and the environment.”
The special bench constituted for PILs on civic issues in Cuttack city gave the direction on Thursday after members of the High Court Bar Association alleged lack of effective steps by authorities to prevent loud music being played in different puja mandaps and, during cultural programmes, immersion procession, among others.
The bench also directed the DCP to file an affidavit regarding steps taken for traffic management and provision for parking spaces near puja mandaps.
