Dehradun: The select committee, formed by the Uttarakhand assembly to review the bill on OBC reservations in municipal bodies, held its first meeting on Wednesday. The notification for the six-member panel was issued on Sept 9, and the committee has been given one month to submit its report.
When asked whether the committee would finalise the report within the given timeframe, committee chairman and minister Prem Chand Aggarwal said, "We still have some time, and the next meeting is on the 24th of this month.
We are confident of submitting the report to the assembly speaker before Oct 8. We will assess further progress during the second meeting."
The panel was constituted to review the Uttarakhand (Uttar Pradesh Municipal Corporation Act, 1959) (Amendment) Bill, 2024, which addresses OBC seat reservations in municipal bodies. This decision followed concerns over the accuracy of the OBC survey conducted in the state.
Aggarwal heads the committee, which includes BJP MLAs Vinod Chamoli, Munna Singh Chauhan, and Khajan Das, along with Congress members Mamta Rakesh and Harish Dhami. M Shahzad from BSP is also part of the panel.
Earlier, on Aug 23, the assembly passed the Uttarakhand (Uttar Pradesh Municipality Act, 1916) (Amendment) Bill, 2024, which also pertains to OBC reservations. Following this, the govt sought approval for the Uttarakhand (Uttar Pradesh Municipal Corporation Act, 1959) (Amendment) Bill, 2024.
Both bills focus on OBC seat reservations in municipal councils and corporations. However, concerns raised by BJP MLAs Munna Singh Chauhan and Vinod Chamoli about the "rapid survey" of OBC data led to the referral of the matter to the select committee for further examination.
