MCD has informed National Green Tribunal (
NGT) that a fixed compactor transfer station (FCTS) is being made in Raghubir Nagar, which is 200 metres away from a school for the blind.
MCD said the existing dhalao will be closed after this station becomes operational.
This move comes after NGT in May asked MCD to clear the waste from the dhalao. It took suo motu cognisance of a media report on garbage dumps near a school for the blind that posed health risks to students.
The tribunal had sought action-taken reports from MCD, CPCB, DPCC and the district magistrate (West Delhi) in the matter.
However, Akhil Bhartiya Netrahin Sangh has been offering free education and accommodation to over 100 visually impaired students every year in the school.
"FCTS is neither a dumping site nor a storage facility, but a closed container and a powered machine designed to rapidly compact solid waste transported from storage and segregation facilities. An FCTS is under construction at 12.5 Gaj Road, Raghubir Nagar, which is approximately 200 metres away from the existing dhalao. The civil work is almost completed," MCD said in a report dated Sept 19, which has been submitted to NGT.
The report added that this dhalao was receiving 5-6 metric tonnes (MT) of waste per day, which will now be managed by the FCTS. MCD said they are trying to convert all open waste sites into closed recycling centres.
CPCB in a report dated Sept 19 said the total solid waste generated is around 750-800 TPD in the west zone of MCD. "Waste segregation is very poor (around 30-35%), which indicates that a significant portion is not being separated at source," the report said.
