Panaji: With the Goa Boilers (Penalty Adjudication and Appeal) Rules coming into force, the penalty for violating the Factories Act and Boilers Act will be decided by the chief inspector of factories and boilers.
The chief inspector will have the power to decide whether a contravention of the law has occurred, but the inquiry will commence only once an application is made by the inspector to the adjudicating officer.
The department must investigate whether an industrial boiler was used without certification or above permissible pressure limits. The adjudicating officer needs to inform the owner within 30 days from the date of the complaint. The final decision should be decided within 180 days from the first hearing.
